According to the latest information, Samsung found some severe performance-related issues and working very rapidly to fix them as soon as possible. In order to find and fix those bugs, Samsung has delayed the One UI 4 Beta rollout to October.

According to the latest information, a Samsung software support member comes up to the light and revealed that the One UI 4.0 Beta program was scheduled to begin today in South Korea. However, the update has not yet been released due to unknown reasons.
Earlier this month, Samsung announced the One UI 4.0 Beta based on Android 12 is coming soon for the Galaxy S21 series smartphones in South Korea, followed by the US and Germany.
