According to the latest information, GitHub user Pato05 has created a new service Uploadgram, which allows you to exchange files by uploading them to Telegram servers.
At the moment, the creator offers Uploadgram as an Android application, but he provides all the necessary information to those who wish to create a web version and a version for iOS.

Uploadgram allows you to upload and download any files, after which you can rename and delete them. The advantage is that you do not need to register with the messenger, and the whole process is anonymous.
The creator of the service has established simple rules:
- It is prohibited to upload NSFW or violent material
- It is forbidden to deceive users in any way using the service.
- Any material that violates these terms can be removed and the bootloader can be blocked
